Requests for Reprints of Publications with Select Agents

The following will provide guidance in responding to requests from non-federal entities for research articles and manuscripts. Special care must be taken to ensure that unlawful groups and individuals do not have access to research involving biological or chemical agents that the Centers for Disease Control (CDC) or VA have been identified as potentially hazardous. Attachment 1 (57KB, PDF) and Attachment 2 (47KB, MSWord) list the biological and chemical agents meeting this classification.

Researchers will review requests for research articles and manuscripts to determine whether the requested material discusses any of the agents listed in the two attachments. Requests for research literature that does not involve or mention biological or chemical agents may be fulfilled. Requests for articles and manuscripts that refer to biological or chemical agents but do not discuss their use as weapons of mass destruction in any way or techniques to improve their delivery or effectiveness also may be satisfied.

Researchers will not process requests for literature that refer to biological or chemical agents and discuss their use as weapons of mass destruction in any way or techniques to improve their delivery or effectiveness. Research staff will immediately forward any such request to the Chief, Police. The Chief, Police will notify the Office of the Deputy Assistant Secretary for Security and Law Enforcement and the Federal Bureau of Investigation.
