Dr. Teresa Boyd
Network Director
Teresa D. Boyd, D.O., is Network Director for VISN20. Dr. Boyd represents Veterans Integrated Service Network (VISN) 20, the VA Northwest Health Network, which includes the states of Alaska, Washington, Oregon, most of Idaho and one county each in Montana and California. The 135 counties cover 817,417 square miles, approximately 23% of the United States land mass, making it the largest VISN geographically. As of the end of fiscal year (FY) 19, approximately 42.2% of enrollees and 39.7% of patients reside in rural or highly rural areas. In FY19, we provided services to 335,340 unique patients, a 2% increase over FY18. VISN 20 is also home to 273 federally recognized American Indian/Alaskan Native tribes, 229 of which reside in Alaska. The medical centers currently operate 1,283 inpatient beds for acute medical/surgical, mental health, nursing home and rehabilitative care. VISN 20 facilities recorded 3,684,494 outpatient visits in fiscal year 2019. Dr. Boyd is a diplomat of the American Osteopathic Board of Family Physicians. She has attended various VA training seminars and received numerous certifications, including System Wide Ongoing Assessment & Review Strategy (SOARS) consultant training, Administrative Investigation Board (AIB) Training, and HCLI. Dr. Boyd is a member of a variety of society memberships, including American College of Healthcare Executives, American Osteopathic Association, Texas Osteopathic Medical Association, American College of Osteopathic Family Physicians and Mensa. Teresa is married to Jack Mynier and they have three adult children. Her hobbies are hiking, cooking, gardening, music, and photography.
Tiel H. Keltner
Deputy Network Director
Tiel H. Keltner was appointed Deputy Network Director of VISN 20 effective October 23, 2022. She is responsible for overseeing the administration functions of VISN 20, a system of 8 medical centers and 31 clinics in a four state region. Prior to her appointment at VISN 20, Ms. Keltner worked at the VA’s Office of Healthcare Transformation, where she led multiple priority initiatives for the Department. She worked in VISN 20 from 2013-2018 as the Executive Assistant to the Chief Medical Officer. Previously Ms. Keltner was a Health System Specialist in VA Central Office for the VHA Principal Deputy Under Secretary for Health. Ms. Keltner is a graduate of the Healthcare Leadership Development Program, the VA/University of Chicago Fellowship in Clinical Medical Ethics, the Excellence in Government Fellowship, and holds FAC-P/PM and COR certifications. She began her VA career as a Presidential Management Fellow after receiving her Juris Doctorate with a focus on Health Law.
Dr. Brian Yee
Chief Medical Officer (CMO)
Dr. Yee has been serving in an interim role as our CMO since June 2023. Prior to that, he served as Special Assistant to the Office of Patient Care Services in VA Central Office, Chief of Staff at the Central Alabama Veterans Health Care System and has provided senior leadership, program-level oversight, and technical expertise for multiple Medical Centers, Networks, and several areas in Central Office. He has been in public service for over 30 years, having held healthcare administrative positions at Federal, state, and county levels. Dr. Yee has extensive leadership experience in healthcare system operations including performance oversight of clinical programs, quality management, clinical and customer service-based systems, and statistical/functional assessments. He has also published articles, abstracts, books, and compilations on topics relevant to leadership, ambulatory care, resident physician performance, organizational planning, and performance improvement. Dr. Yee received his medical degree in 1987 at the Medical College of Virginia, and completed residency training under the University of California, San Francisco (UCSF). He was Associate Clinical Professor of Medicine at UCSF prior to joining VA. He is board certified in internal medicine and has received numerous teaching awards. He was inducted as Fellow of the American College of Physicians in 1998, recognized by the State of California in 2001 for contributions to their correctional healthcare system, recognized by VA in 2011 for improvements in disability assessments using Systems Redesign, and inducted as Fellow of the American College of Healthcare Executives in 2016. He received his second doctorate in Healthcare Administration at Central Michigan University in August 2021.
Dr. Timothy Huhtala
Deputy Chief Medical Officer (DCMO)
Dr. Huhtala served as VISN 20’s Interim DCMO from July 2023 through March 2024. Prior to that, he served as Mental Health Medical Services Director for the George E. Wahlen VA Medical Center in Salt Lake City, Utah. Most of his leadership experience years were spent as the Associate Chief of Staff for the Primary Care overseeing nine CBOCs in three states. Dr. Huhtala has also served as Chief of Internal Medicine, Acting Chief of Medicine, Associate Chief of Medicine, Acting Section Chief of General Internal Medicine, Hematology/Oncology, Epidemiology, Rheumatology, Infectious Disease and Compensation & Pension. His special interests include improvements in health care delivery, integrated clinical design, enhancing continuity, same day access, and assessment of clinical outcomes. Dr. Huhtala was responsible for activating several CBOCs across the Salt Lake City catchment area. The Pocatello CBOC was the first PACT-designed clinic in VISN 19 and was activated in 2017 followed by Idaho Falls in 2018. Further advances in PACT layout and telehealth technology have been incorporated into three subsequent activations in 2020 - Orem, Ogden, South Jordan. The Price VA Clinic and St George VA Clinic were activated in 2023 and 2024, respectively. Dr. Huhtala received his medical degree in 2001 at Oregon Health & Sciences University in Portland, OR, and completed residency training at the University of Utah Affiliated Hospitals, Salt Lake City, UT. He is board certified in internal medicine and has received numerous teaching awards. He is an Assistant Professor at the University of Utah where serves as a VA physician-representative on the Institutional Review Board.
Terisa M Sjue-Loring
Chief Nursing Officer (CNO)
Terisa Sjue-Loring, MN, RN was appointed Chief Nursing Officer (CNO) of VISN 20 effective December 6, 2020. Prior to her appointment as the CNO she served in a dual role as the QMO/CNO since April 28, 2018. She is responsible for multiple key clinical services and programs including nursing, which have direct impact of healthcare operations at the VISN level. Serving a core member of the VISN senior executive leadership team she is involved in strategic planning, organizational assessment, and program development. Her experience includes acute care in the inpatient and outpatient setting as well as quality program oversight, direction, coordination and leadership in the private and public sector. Her career in VHA started at the Portland VA Healthcare Center over 18 years ago. Mrs. Sjue-Loring earned her associate degree of nursing in 2003 at Portland Community College in Portland, Oregon. In 2004, she received her bachelor degree of science in nursing at Oregon Health Science University and in 2014 she acquired her master degree of science in nursing with a focus on advanced population health at Washington State University.
Adam S Merryweather
Chief Financial Officer (CFO)
Adam S. Merryweather was appointed Chief Financial Officer (CFO) of VISN 20 effective October 1, 2014. Prior to his appointment as CFO he served as the Managerial Cost Accounting and Analytics Officer for VISN 20. His experience includes significant involvement in consolidating all cost accounting functions at the VISN level and developing a highly complex analytics team that has been recognized nationally. He started his career in the Portland VA Healthcare System working as the cost accounting financial analyst in July of 2007. Adam earned his associate degree in business management in 2005 at the College of Eastern Utah and his bachelors degree in corporate finance in 2007 at Brigham Young University.
Daniel Kelly
Chief Logistics Officer (CLO)
Dan Kelly was appointed Chief Logistics Officer for VISN 20 in December 2018. Prior to that he served as the Deputy Chief Logistics Officer. As the CLO he is responsible for maintaining the Logistics and Supply Chain Management, Healthcare Technology Management, V20 Optical Fabrication Lab, and consolidated Prosthetics and Sensory Aid services for VISN 20. His previous VA experience was as the VISN 20 Compliance and Business Integrity Officer and prior to that a number of roles at the facility level to include Strategic Manager, Executive Assistant to the Director, Compliance Officer and as a Psychology Technician. Mr. Kelly began his VA career as a student work-study in the warehouse at the Roseburg VA before gaining full time employment as Psychology Technician. Mr. Kelly is an Army Veteran, graduate of Southern Oregon University and a graduate of the 2021 Excellence in Government Fellow program.
Andrea Smith
Chief Human Resources Officer
Andrea Smith has held many roles within Human Resources during her 19 year tenure, starting as a GS-5 Payroll Technician at the Portland VA Healthcare System. She moved over to the Employee and Labor Relations section within HR where she went from an Assistant to a Supervisor. Andrea came to the Network Office in 2011 as a supervisor and shortly thereafter was promoted to the Deputy Chief HR Officer, where she has been a strong advocate for updating and creating consistent HR practices across the Network. Andrea also serves as Co-Chair of the Organizational Health Council for VISN 20 . Andrea is a true Northwesterner, having been born and raised in Washington State. She lives in Battle Ground, WA with her husband Ray and her two miniature yorkies Jack and Zoe. They spend their free time glamping in their 5th wheel and enjoying the wilderness.
David W. Greaves, Ph.D.
HRO Lead and Whole Health Exec Sponsor
Dr. David Greaves is a clinical psychologist who worked within the VA Portland Health Care System since he arrived as a psychology intern in 1990. From October 2018 until he joined the VISN in December 2022 he worked as the Clinical Director of Whole Health at the Portland VA. Prior to his time in Whole Health, he was the Chief of Psychology and Administrative Director of the Mental Health and Clinical Neurosciences Division at Portland. Dr. Greaves is also a Professor in the Department of Psychiatry in the School of Medicine at OHSU. Dr. Greaves has held several leadership roles throughout his career, including Director of Training for Psychology Service, long time chair of the Professional Advisory Group supporting the Chaplain CPE program, supervisor and program manager for such Mental Health programs as MHICM, PRRC, PCT, SATP, Neuropsychology and the Salem CBOC BHIP team. He has also chaired numerous committees at VAPORHCS and OHSU. His work has included support for VHA at the national level. He is the past Co-Chair of the National Psychology Professional Standards Board, former National Mentor for new mental health leaders, current Co-Chair for the VHA Office of Patient Centered Care and Cultural Transformation (OPCC & CT) National Flagship Community of Practice (CoP) meetings, and former Co-Chair of the VHA OPCC & CT Whole Health Clinical Task Force. He has also represented the VA on workgroups and committees for the State of Oregon and the City of Portland. Dr. Greaves has been involved in change management initiatives throughout his career. Current certifications include Master Trainer, High Reliability Organization (HRO) Baseline Training course; Master Trainer, HRO Team Training course; Certified facilitator for CHCM Leading an Empowered Organization curriculum; Prosci Change Management Certificate Program; and LEAN Green Belt designation.
Nana Davis
Chief Quality Management Officer
Nana has been a part of the VISN 20 team since 2018, initially serving in the role of Deputy Quality Management Officer. In 2021, Ms. Davis became the VISN20 Chief Quality Management Officer. Ms. Davis has 19 years of nursing experience, serving in a variety of roles in VA Quality Management since 2008. Nana holds a Master’s Degree in Nursing, and maintains certifications as a Certified Joint Commission Professional (CJCP) by The Joint Commission and Certified Professional in Healthcare Quality (CPHQ) by the National Association of Healthcare Quality.
